Does this ball follow the 2 year rule as other urethanes in big events?
No because it’s not urethane.
I’d like to see a comparison between the blue tank and the Rubicon uc3, from what I’ve seen I think they are fairly close in reaction. Thoughts?
Uc3 is surprisingly strong from what I’ve seen
To my eye the UC3 (not Urethane) is more angular but probably about the same length

“The oil is piling up…”
Maybe it’s just me, but I don’t understand why this is being presented as a problem with no viable solution. The oil only piles up if you choose to leave it there. Same thing happens with a plastic ball if you don’t do something about it. Fortunately there’s a cure: Wipe the stupid thing off with a chamois…POOF! More consistent ball reaction, and less guessing where it’s gonna go the next time you throw it. Haven’t we all been doing that forever?
I’m sure many brands will start to have something similar developed so your recreational bowlers can get that urethane reaction without the worry there may be a timeframe on the legality of the ball. Currently only the 16/17 purple hammers are banned by USBC and the USBC banned any 2 year old urethane balls, but it’s still something that someone not wanting to replace a spot in their arsenal every 2 years or who is on the fence about PBA involvement and not sponsored may consider.
